I've decided to join the the WBCCI chapter here and would like to keep the existing red number if possible. Is there a resource to check and see if 3590 is available?

Just call up the WBCCI mother ship and ask them if the number is still available. We were in the same situation: The number turned out to be currently unused, so we got it (and the Airstream got it back).
The original number on my 71 was 21212. Cool number and it was taken. But 12121 was not taken, so I got it. The WBCCI policy is the number follows the member, not the trailer.

Sure, people do it all the time. We had the old numbers on our Pacer for a couple of rallies. The only problem might be if you went to a really big rally like the International or the Florida State Rally where they want you to display your correct number so they can find you!
