It requires it to pass by a vote of 2/3rds of the units. (not 2/3 of the units voting)

Since 2/3rd of the units must pass it I would guess a unit not voting would be affectively be a NO vote. Or at least it wouldn't be a yes

2/3 of the units with any unit not holding a vote counting as a "no" sets the bar rather high.

Yes, it does, which is probably why no amendment has ever passed this way.

It is analogous to amendments to the US Constitution requiring ratification by the states. Effectively a state can vote "no" either by voting "no" or simply by not bringing it to a vote, a method generally preferred by politicians.

Lets not declare a lose this early. It is my understanding that this approach has never been tried before.

Clearly those units that have voted are in support of the Amendment. The issue remains for those supporting the Amendment begin to get out there and talk to friends in other units and making sure that every unit has a vote on this subject and on the Motor Home issue as well.

Apathy is the Leaderships strongest weapon. They know that if they live long enough and they don't spend all the money the membership will dwindle to a point where they can pass anything.

I believe the leadership of every unit is obligated to bring the DenCo amendment for a vote. The WBCCI sent the proposal to each unit president for action in their business meeting. Each unit is required to hold a meeting each year.

If a unit does not conduct business in a year, they no longer have elected leadership.

I agree with you, but what does "obligated" really mean? Will the powers-that-be revoke the charters of units that don't meet this "obligation"? Will they file grievances (for misfeasance?) against unit presidents that fail to bring the matter to a vote as they are "obligated" to do?

The obvious answer is "none of the above". In general the powers-that-be do not favor this amendment and it's simplicity itself to mail out the motion--as required by the constitution--and then let apathy on the part of unit presidents take its course.

The package from JC was sent out on may 20 2011. It was requested that the unit president confirm receipt within 10 days.

If you ask JC will tell you whether the receipt was ever confirmed and probably whether it has been voted on. I don't know if they will tell you what the vote was. The ballot returned after voting is simply a for or against, not a vote count.

The reason for asking if it has been voted on is it is entirely possible that the unit officer just checked a box and sent it back with out bringing it before the unit. I suspect that this has happened occasionally.
