I think this is the direction we will need to be heading with the club. After reading the posts in this thread I started to do a little research. We could be using the State Fair grounds in many states. I am including the description of the fair grounds in Des Moines, IA. Full hookups appear to be in the $30 range.

The gently rolling acres are part of the Iowa State Fairgrounds' versatile complex of permanent buildings and exhibit facilities. The entire 400-acre district is listed on the National Register of Historic Places.
Excellent Facilities
Whether for family weekends, company picnics or overnights for folks just passing through, the inexpensive Campgrounds are ideal. They're also well suited for RV rallies, travel group get-togethers, conventions, small music events, lawn and garden expos, plus renaissance festivals.
Amenities include more than 1800 sites with water and electrical hookups, hundreds more without, and nearly 600 sites with sewers. Three large bathhouses with showers, toilets and sinks accomodate thousands. A unique safe shelter, including an office and bathhouse, was completed in 2003.
