Newb: petcock to dump water not working?

Here's an easy one for you seasoned vets. I wanted to dump the good water out of the tank and refill before trip. Twisted the petcock between the wheels (driver side) to dump the water and nothing came out. Tank isn't full but it does have water in it. Does the water have to be at a certain level before water actually comes out?

The two metal ones at the bottom of the pic or the white plastic at the top?

The plastic one drains our FW tank. The two metal, drains the lines.

Yeah it's the fresh water tank I'm trying to drain...might not have any water in it...like I originally thought...going to fill run pump and try to empty...

Did it drain before? When I got my '02 Classic it wouldn't drain the FW tank either. Upon checking I discovered that the hose between the plastic petcock and FW tank was too long. Apparently the factory had installed the too long hose and it was all kinked up preventing drainage. After shortening it drained. With an '85 trailer that would seem unlikely unless work was done on it recently. As suggested the water won't quite all drain out from this petcock. Hope this helps.

My water drainage problem in the past was muddubber wasps, try a stiff wire and see if any dirt comes out, also at the other end as water tank needs air vent and they have been known to clog with critters.
