The fix is easy, but expensive, if you do not want holes.
The adhesive has failed.
You must remove the headliner material, and toss it, as the adhesive on the foam cannot be removed, without destroying the foam.
Next, all the adhesive on the walls, must be removed.
When applying new material, coat the wall with adhesive and then the wall covering that you wish to use. After a very few minutes, place the wall covering in place on the wall. Then run a wallpaper roller over the new material to make sure it has totally bonded to the wall. Make sure you use plenty of adhesive, don't skimp.
Putting new adhesive on the old adhesive either on the wall or wall covering, will not solve the problem. Again, the original adhesive was water based and that's the cause of the failure.
