The pump must run to fill the water heater. It takes about 6 gal and several minutes to fill. If you have a water heater bypass valve system, the valves must be re positioned to have the tank fill. You may not have done that.
If you turned on the electric part of the water heater with no water in the tank, you could have damaged the heating element. If it was the gas side, and you didn't leave it on long, probably you have not harmed anything.
Never ever turn on the heat to any water heater without first being sure water is running through it, that is out the hot water faucets.
Hi, filling the freshwater tank does not fill the WATER HEATER. You need to turn on the water pump with one hot water valve open to fill and bleed the air out of the water heater. Or use a shore water hose and do the same.
As one of the commercial venders has stated, you don't need to heat hot water, so it's more like a COLD WATER HEATER. Or just a WATER HEATER.

Hi, my water heater is propane only; When I turn my switch on, the red light comes on for less than one second, then I hear the flame kick on. That's all of the red light that I see.
