I would look at the condenser and how the cabinet vents are configured. If the condenser fan is just recirculating it’s own exhaust performance will always be marginal.

In our configuration there is intake at the bottom and exhaust on top and in summer I can feel warm air coming out of the top vent. No way to determine if that is enough though.
I think the issue is that the freezer at the bottom warms the air and sends it up to the fridge which reduces the latter's efficiency a good bit. The freezer works great for that reason.
