I live in the Central Valley in California. A few people, usually young ( a relative term) own black vehicles but usually only once. Just read a columnist for the local paper who bought a new car and got black because she wanted to be, well, bad assed, one more time in her life. She determined that being cool was a lot better than being bad. I think the people in Phoenix have it worse than us-- and Tucson but the intensity of the sun here is daunting. One learns to avoid black and the noon day sun.
