The answer is yes. When turning tightly, one chain pulls outward on the tip-up and, without a keeper, it would be very easy for it to spring loose.

Virtually any hardware store should have the spring pins. You don't need a heavy pin ... the lighter the pin, the easier to snap in and out.

I agree with you on this. Those chocks spread the preassure out enough to not damage the tire under normal use. You don't have to "Mash" the tires to get the desired effect.
