testing the valves

I got my Argosy back yesterday from the shop after having the valves replaced and a ll plumbing replaced from the holding tanks out.

What is the proper test method? Should I remove the drip cap from the drain line, ensure the valves are in and then fill one tank at a time w/ water and see if the drain line leaks, seems right.
I ask because when I got home I unscrewed the drip cap and water came out. I assume the shpp may have been messing around and not closed one of the valves or whatever.
