Sounds from your description that there is no belly pan on that trailer (in that area at least) if you can see a waste tank. No belly pan...no insulation, but you can check the frame for rust or severe corrosion I believe.

My 1972 tank sits under the front gaucho on the floor. It is original. I think it's a better location that inside the frame of the trailer. If anything goes wrong with it, you can access it without tearing the trailer body open.
