Checking TV antenna for leaks

How do go about checking? Would there be seal there that appears bad? Or, do I need to simply cake on some sealant anywhere there is a roof penetration or seam?

my antenna crank

My interior does not have the crank, just the small plastic disc that surrounds the crank mechanism. The surround has three small phillips head screws and it appears that one is backed out a bit and the plastic ring is not sitting flush with the celing. Should I just try screwing it back in?

There is a couple O-rings in there, they may be dried out, If it is like what I had, holes in the cast alunimum base, you'll never get it sealed... It just kept seaping in. My antenna was removed by the PO. Just the base as left.
