I am not sure if I have this as well. I just got our 28ft a couple weeks ago.
I guess if you know what to do to fix it, are comfortable with the price offered and aware of the ongoing costs to renovate/restore the trailer then the decision is already made, buy it. IS the seller aware of this issue? Might be a bargaining chip?
I was looking at one in NWT that I noticed had issues (from photos the seller took for me) I pointed out the separation and he immediately emailed back to just make an offer and he would work with me. His asking price was only 2950.00 as I recall. So unless its in really good condition 4k might be high, I really do not know. There is a website

that might help you with value. It helped me but I was not able to negotiate a better price than the 3500 I paid for ours. The seller figured it met all our criteria so we were hooped and had to pay, or be prepared to walk away.
As was said to me when I was contemplating my purchase(s) if you don't buy this one, there will be others. If it meets all your requirements-floor plan, budget etc then go ahead.
I went to look at a 26' and offered 2k while the seller would not budge from 4500, to my knowledge it is still for sale.
It is virtually a given that your trailer will need axles as well as whatever you intend to do on the inside, you need to factor that as well.
