I am going to repair sag on my 78 excella. I have the drawings and installation instructions for the re-enforment plate - can i purchase this plate or do i have to make it?

If you are talking about rear end sag you need to do some more research. Andy has done a good write up of the steps required to repair this problem. The reinforcement plate for the frame does not repair rear end sag.
