Here in New Orleans after Hurricane Katrina, we found that in some cases, even though we could not make voice calls on our cell phones, we could still send text messages. You may want to try it and see. If it doesn't work, you haven't lost anything by trying.
Also, wireless broadband may work (slowly) even if voice doesn't, so if you've got a Verizon MiFi or similar, you may want to try that, as well.
Also, if you've got regular landline phone service (not VoIP, not piggybacked with cable TV or anything), look into getting a basic handset as a backup, with no caller ID, no voicemail, no need to plug in a power cord along with the phone cord. We also found that as long as the phone lines weren't physically down, basic calling on a landline still worked if we had old-time phones, since the old-style phones don't require an external power source.
