Attaching the rear bumper cover

When I bought my AS the bumper cover wasn't attached. The holes on the cover hinges and the aluminum piece that goes under the trailer lined up, so I installed it with pop rivets but now the things hold the cover up is hitting the bumper when it's down. I must have it attached wrong. This should be simple. Does anyone have a picture of the correct way?
