Rear window won't lock

I have a 1993 21 ft Sovergin and the rear window is a fire exit. It has a long latch that clips on the bottom of the window to lock it in place and not allow someone to crawl in through an open window. The latch is not holding the window securely as one side has a good grip and the other does not line up well so that the window can be easily opened from the outside.

There appears to be enough misalignment that the window does not close flush enough to allow the latch to work properly.

Has anyone seen this problem or know a solution?
