Fix windows or will I have to replace

1973 (I think)Land Yacht Ambassador. My Dad gave it to me he never got around to attempting a restoration. Now at his age and health he's not able.

On to my question. It appears to have double pane windows and there is some type of film that has flakes all a part between the panes. I thighs when I first looked at it someone had put some sort of window tint that had faded. But it's not its something between the panes.
Can the panes be separated to remove this material?

Yes they can, Zep did the pioneering work on this and I'd post his thread on this if I had something other then my phone right now. The frames can be separated and glass separated, cleaned, and reassembled with new butyl. Hopefully someone else can direct you to his thread.

give them some tlc and you can totally save them. ill be posting more pictures of my windows soon. I re-did that fuzzy tassel stuff that's on the arm/lifts of the windows. ill post my changes. but taking the window apart looks scary but ill do a walk-threw if I do it. by the way we have the same looking windows !

also forgot to say that there is a great video on youtube of airstream window replacement ! he makes it look easy and if you get the window apart just buy some auto-tent remover from auto-zone and spray it on and scrape it off (be careful ) comes off so easy ! putting the right sealers back on the window is the part I get scared of. let me know if you give it a try !
