Water system

After hooking up shoreline water the fresh water holding tank fills up. Is there a check valve between the fresh water holding tank and the water pump or is the check valve built in the water pump?

Both. There is a check valve on the municipal water inlet so that water from the pump doesn't try to flow out the inlet, AND a check valve so that water from the inlet doesn't backflow through the pump. Sounds to me as if the check valve on the pump isn't working properly.

The pump itself is the check valve. But unlikely that it has failed.

Check your control panel your trailer may have "Auto Fill". If so it may be turned on. There should be a light for the auto fill.
