Sanitizing / Draining Fresh Tank

Sanitizing my fresh water tank, and per the pic, there are 2 petcocks (this is a 23D). Water draining out of the petcock on the side of the tank. What is the petcock on the bottom of the tank? Nothing comes out when I open it, and it would sure drain the tank a lot faster!

Should be low point drain for the plumbing lines inside. Strange that it'd be empty without you otherwise draining/flushing lines, but maybe it's not that strange and I'm just inexperienced!

If you open a sink valve inside, the fresh tank might speed up just a tiny bit. Altogether a slow drain, though.

Thanks, Dave, I figured it out after reading a note I left myself on the counter after draining the lines back in November. But, they really do need to put a larger drain valve on the tank!!
