Good for something, but ... what?
Following the advice of an AirForums post, I picked up one of these devices.
Now, months later, I cannot recall why.
What does it do? How should I use it?
The package calls it a “vacuum breaker.”

That's a back flow preventer for use on a garden hose connection. Your variety has a set screw to lock it onto the faucet or hose it's connected to. You'd normally see that type used on a sink or exterior hose bib, and it would not allow water to flow back into the sink or home. It will only allow flow from female to the male connections. I can't help you regarding 'why' you bought it, but that's what it is. :-)
(Edit) It also allows a hose to drain out if there's not a connection on the other end, and the other end is downhill. The breaker will allow air into the faucet end of the hose.

This is a vacuum breaker, it goes on your city water supply hose bib. It keeps water in your hose from back flowing into the city water system, and possible contamination.
This is usually mandated by county environmental agencies and required in RV parks.

At one time Airstream was using these on the external cold water outlet on my Classic trailer. I guess they still use them on those external outlets. I assume Airstream builders put these on to thwart the attempt to use the outlet as a city water hookup thus bypassing the water pressure regulator.

Looking at it this morning, I see this one has "Not for Potable Use" scribed on it.
So I'm thinking this might be a safeguard for those times when you hook up your waste hose (that is, the hose you use to rinse out the black tank) to city water supply.

It is to assure that your pants get wet whenever you turn the hose on and off.

Exactly! and secondary use is to freeze, break and leak when you least expect it.

Having played Camp Host at a State Park, these were required on the Freeze Proof hydrants for fresh water.
Along with the small tag that stated the user was to disconnect their hose each night to prevent freeze damage, in the camping seasons when temps dropped enough, this device would allow the hydrant to always drain, even if the hose was not disconnected.
This device will "always" spray your pants, when you open & shut the hydrant, when initially pressurizing and when the trapped pressure downstream is higher than the now shut hydrant. It is designed to open anytime upstream pressure is lower than downstream pressure.
Sometimes called an "anti-siphon" or "vacuum breaker" it will not allow the hose you dropped in the pool to siphon water back into the home water system. I've seen them cycle open when the washing machine inside the house fills and the hose bib is open to a shut hose nozzle.
They probably used to be on the trailers outside hose bib to prevent siphoning water back into the trailers from some inadvertent (dumb) hook-up or "left-open" faucet while the hose end was in a bucket, puddle, or pool.
