There are two problems with the petition as I see it. It doesn't go far enough to protect the consumer.
The "100 days" rule is much, much too long. In the case of folks who use the vehicle to live in full time or full time part of the year, 100 days is a long, long time, if you are say, in Florida for winter in your RV and normally reside elswhere.
Point number two, RV's should be covered under some type of "lemon law", just as automobiles are in most states. Generally speaking, if there is a safety issue on a new auto that hasn't been resolved after 3 attempts, the manufacturer has to buy the car back and dispose of it. In the case of an RV, many, many things can be considered a "safety issue".
Folks regularly pay much more for their RV than I paid for my first house. In some instances, a lot more. I would never have put up with the shoddy workmanship in a house that some experience with their new RV. Remember when Airstreams came with a lifetime warranty? It's rare to find that in any new product these days.
