Tim, check out threads on tow vehicles and newbies (the search function sometimes works or just go through topics and subtopics to find threads). You will find much heat and occasional light about the best tow vehicle for a 28'.
Read about weights, payload, hitches, so you can match the right tow vehicles to the right trailer. If you already have a truck, and don't want to buy a bigger one, you may have to buy a smaller trailer, or an older one (they were lighter in the '90's). Classics are much heavier than Safari's and Internationals in more current models.
You indicate price is an issue (isn't it always) so get it right the first time so you don't have to change trailers in a few years. You have to find the right trailer for you so sometimes people have to trade a perfectly good truck for a bigger truck. It's good to look through the classifieds and you may find just what you want, especially since there are a lot of Airstreams in Arizona and SoCal. Forum members will inspect a potential buy for you. Since everyone in Phoenix is at least 85, there should be some trailers in good condition for sale from time to time.
