Anyone know what this is?

Hello all,

I came across this interesting photo from 1939 - caption is "Youngest little girl of motherless family." Photographer is Dorothea Lange.

Does anyone know what this would be?

i'm not sure but the axles look bad ;-)
there might be a cloth over the step.

Interesting - I've always liked her photographs.

'39 is pretty early, maybe a homemade from a kit or plans? This is definitely a family hit hard by the Depression... so it's obviously not anything that had the prestige (or price tag) of a Bowlus Road Chief.
