Many of them had wheels to be transported where there may not be rails (yet), but could also be loaded on flatcars and chained down for transport in a train, which is why this unit has the tie-downs.
The high ground cleaarnce and hitch height were so they could be towed by the 2 1/2 ton trucks, without dragging the rear bumper (so to speak) on the ground.
These things could be "out there" for months at a time, so the propane tanks were large enough to use for an extended period without refueling.
