Michigan uses a prorated original value. For a car it's not so bad. For a motorhome is a kick in the teeth. I could probably gotten away with telling them it was $70 and saved a bunch of money. Until some get bean counter finds a goldmine and starts auditing such things.
Airplanes in Colorado were a target years ago. I watched several friends with gliders get dinged with back taxes, penalties, interest on the tax, plus interest on the penalties. Some forked out over $3000 it fly their toys around Colorado. Some moved them to Wyoming just to get caught up a year later by Wyoming.
