No the nipple at the bottom of the ram is machined on and can not be removed. The only way to drain any oil out of the cylinder is to either remove the switch or the fitting on top of the jack and turn it upside down to drain.
Yes you are correct there is minimal oil on the cylinder when the jack is retracted. Thank you Joe Portelli

I will suggest again leaving extended to protect the interior of the cylinder by keeping
it filled with oil since we cant access it to protect other wise , and coat the exposed rod
or cover it to protect it since we have access to it when extended , if you coat it clean the
coating off before retracting.
