Is this the right VIN, and trailer?

I have a 1959 18' Globetrotter with #189006 stamped on the plate by the front door. Research reveals this is a 1959 Ohio model, however, the bath is streetside and the bed is in front, so is this a hybrid California model? I am attempting to register this in California, and DMV insists there should be a 17 number VIN. Any help will be appreciated!

A vehicle identification number, commonly abbreviated to VIN, is a unique code including a serial number, used by the automotive industry to identify individual motor vehicles, towed vehicles, motorcycles, scooters and mopeds as defined in ISO 3833.
VINs were first used in 1954.[1] From 1954 to 1981, there was no accepted standard for these numbers, so different manufacturers used different formats.

17 digit VIN numbers were not used on Airstreams until sometime in the 80's or even 90's I don't believe. So CA's DMV is wrong and you are never going to find one on a 1959 trailer. Go to a different DMV office where someone knows something.
