Hub keeper ring question

I have an Airstream 370LE motorhome with a tag axle. The other day while examining the undercarriage I noticed a rather large "keeper" type ring dangling from the left side tag axle. After comparing the right side it appeared the keeper ring fit just inside the backing plate of the axle/brake assembly to sort of insure everything stayed together. I compressed the ring back into position, and tapped all the way around to attempt to "seat" the ring. I'm concerned about whether I've fixed this or not. Nothing appeared out of place or coming apart, but I need to know if there's a particular way to install that ring. It just doesn't seem to be very secure to me. Any help would really be appreciated .
