I would try and figure out what is the cause of the heavy foot pressure before you attempt to install the control. Most controls pull directly on the throttle arm at the carb or fuel injection body and may have trouble. Is the problem in the peddle hinging or is the cable just rusted up?
Try disconnecting the peddle and see if the problem is in it as apposed to the cable.
