Tag axle brakes for 350 classic

Got a 350 classic m.h. The electric brake control is very hard to adjust so that the tag axle tires do not lock-up and slide. If I'm on dirt or gravel road I have to cut 12 volt power to tag brakes. It seems to me that there needs to be more weight on the tag.Need info on how this can be done. thanks

How much pressure in the air bags? If you don't have proper weight distribution the brakes won't work properly.
