The pole diameter should be the same size as the grommet. Then the pole should have a hole drilled in the center of the end, and a steel rod should inserted/tapped in with a hammer. The rod should stick up 1.5 inches or so so that it will go through the grommet. You may want to make the steel tips a bit longer if you are going to slip ropes over them.
