The walls must be cleaned very well.
Then they must be sanded with 120 to 150 grit sandpaper.
Scuffing the walls is not adequate.
Then apply a coat of Epoxy primer. Let the primer cure for a couple of days.
Then paint the walls with a "good" paint.
Krylon canned paints are not intended for that kind of job. Plus you would have to buy cases of the stuff.
