The way it is done is to first cut a strip of leather that will wrap around the wheel. Run the sewing machine along the edges to perforate the leather. Sew the ends together. Incidentally the reason your old one is coming off is that they used the wrong thread. You have to use nylon thread for auto and boat jobs. The regular cotton thread used for your living room sofa and chair upholstery rots and falls off in the sun. So make sure they use nylon thread.
