This is the only site per the feds that is free. I can attest first hand for the past 3 years I have pulled my reports free from each of the three major reporting companies using this site: https://www.annualcreditreport.com/cra/index.jsp
The only time I paid anything was when I wanted to see my credit score, which is not provided under the law for free. It cost me about $9, but all the rest of the basic reporting was in fact free. You only get it free once every 12 months.
