I checked through my collection of directories and can find no indication that the member with that number participated in a caravan in Mexico.
However,the number was reissued sometime between 1970 and 1982 and my collection of directories is incomplete.The member that had the number in 1982 does not appear to have been in Mexico on a caravan.
Maybe someone else on these forums that would have a WBCCI Directory in the mid to late 70's could check for you and provide you with some info that may help.
