We had the same issue and solved it by sanding the wallpaper and painting it with a paint designed to cover old laminate counter tops. We did this three years ago and it is holding up perfectly. I believe the paint is a Ben Moore product.
We have the same problem with the tub. We will be painting it with POR-15 Whitecoat this year. They sell another product called Hardnose (or something close to this name) that comes in a few colors that would work too.
