So - - Nevermind. When I asked around about repacking the wheels, I asked if it was just like a car and the wheels stay on. The answer was yes, the wheels stay on. Right. The "dust caps" I was trying to remove (and damaging) where the "hub caps" that are flanged onto the wheels. So, the wheels do in fact have to come off first. Magic. The rest is then, "just like a car". To make my day even better, I found the "jack" point under the trailer clearly marked "jack". I jacked the tires off the ground and took a look at where the jack was placed to make sure it was OK. You know the rest. the "jack" point is not the "jack" point. It's about 1'+- inward from the "jack" sticker. I figure I've got about $500+- of body work to do now as a result of using the "jack" point. Oh well. Thanks for your responses. Sorry I was asking the wrong question.
