A few years back I helped set up a friend with skirting he could set up in a few minutes. We used inflatable air dams that he bought at a surplus store for a few dollars each. Seems these are frequently used to block passages in mines and also as smoke barriers in buildings. We inflated about 10 of them around the perimeter in about an hour with a vacuum cleaner and they did the trick. He set up three 100 watt lights underneath and left them on. Maybe you could use inexpensive inflatable pools or inflatable flotation/oil collection collars. Just a thought.
